We are Simon TSO (solicitor), LAI Ho Yeung (barrister) and LAU Andrew Christopher (barrister). We are writing to lodge a complaint about the deliberate denial of entry by your officers at Sun Uk Ling Holding Centre on 12 August 2019 at about 0000-0130 hours.
At 0015, we arrived at Sun Uk Ling Holding Centre. Upon arrival, we asked the officers at the entrance for permission to see our clients.
At 0105, we called Sun Uk Ling Holding Centre at 26718171. We asked (1) to talk to the Duty Officer in relation to the arrested persons, and (2) to record our requests in the Occurrence Book. However, the officer blatantly refused our requests and hung up on us. The call lasted four seconds.
At 0107, we called again. One Mr. Yip picked up the phone. We repeated our requests, but Mr. Yip told us to talk to the Duty Officer, who was allegedly away from the phone. We waited, but again, Mr. Yip hung up.
At 0112, we called again. This time, a female officer picked up. At the outset, we told her to record our requests in the Occurrence Book. Again, she refused, asking us to talk to the Duty Officer, who was still allegedly away from the phone. She asked us to leave our contact number with her, but again, before we were able to do so, she hung up on us.
The behaviour on the part of your officers led to the undesirable consequence of our clients being deprived their rights to legal representation and legal advice.
